All caps wasn't necessary. It's considered rude and a form of "shouting". It's likely that it could chase people away as they may think it's the normal thing you'll do on your forum. Considering this part of your post "PLEASE ONLY JOIN IF YOU PLAN ON PARTICIPATING".

Besides, unless a person joins your forum they can't see any part of it to decide if they want to be part of it.

umm OK delete it then if you feel it necessary i feel they should know up front we want members who participate not lurkers were doing fine i wasn't shouting .. and since were a graphics forum i don't want the whole thing open or they can just snag and run .. therefore they must register to view my forum .
